Venezuela and Paraguay are opening a new chapter in their relationship after their leaders met in Caracas for the first time since diplomatic ties were broken in January 2025.
Venezuelan interim president Delcy Rodríguez welcomed Paraguayan President Santiago Peña at the Miraflores Palace on September 19. The meeting focused on rebuilding communication between the two governments and addressing issues affecting citizens of both countries.
The agenda included potential cooperation in trade, energy and consular matters, as well as a disputed Paraguayan debt linked to purchases of Venezuelan oil. Paraguay acknowledges the debt, although disagreements over interest remain under arbitration in Paris.
Does this meeting mean diplomatic relations have already been restored?
No. Paraguayan officials described the encounter as the beginning of a dialogue that could eventually lead to the restoration of diplomatic or consular relations. No date has been announced for reopening embassies.
The meeting marks a significant diplomatic approach after 20 months of separation between Caracas and Asunción.
